[DarkRP] Hats price changes

We've* repriced all the hats on DarkRP for next update.

If you bought or buy a hat with credits in the between next update and the past 90 days you WILL be refunded the difference if the price went down.

If you bought or buy a hat with RP cash you WILL NOT be refunded (it's impossible since we don't log purchase date).

So heads up if you intend to buy a hat.

Price range is 250k to 40m and 250 credits to 5500ish. So a fair bit.
