Highlights:

Shaped Charges:

• Shaped charges are an explosive raiding tool that focuses its damage on the one item it's placed on

• Placing a shaped charge on any player owned prop or entity will delete it, it will not unfreeze or delete anything but what it's placed on

• It does half the blast damage of C4 to players and entities

• Placing 100 awards the "Loud But Accurate" achievement

• Placing these do contribute to the Breaching Leaderboards (formerly C4 / Incen Leaderboards)

• Upgrading the GG skill will make your placed charges bigger just like the Circle and Jerk achievements for C4 / Incen

• Cost $200k for a shipment of 10 from the Black Market Dealer

C4 / Incendiary Placement Previews:

• Added placement previews, these are similar to the previews various toolgun tools have

  • Green = Will attach itself to a prop, entity or player

  • Blue = Will freeze itself but will not attach to something other than the map

  • Red = Will fall on the ground

• Under weapons in the F4 settings menu this can be disabled if you'd prefer not to have it

Money Printer Shipments:

• Money printer shipments have been re-added and re-balanced

• Holds two money printers

• Causes the money printers inside to take 20% damage every minute

  • A full health printer will explode after 5 minutes

• Lowers walk and run speed by 50% if you're carrying the shipment on your back

  • Drugs may be used to counter this, but beware drugs may also be used to counter your counter

• Cost $50k for a shipment of 10

Org Flags:

• Completely re-coded importing images for org flags

• Optimized the import process to not freeze your game or take multiple seconds

• Added the ability to choose how your image should be cropped / scaled down:

  • Contain (Default): Resizes & centers the image to fill as much area as possible

  • Cover: Resizes the image to fill entire area, may cut off edges

  • Squeeze: Stretches the image to fill entire area, may distort image

• Added the ability to rotate your image 0°, 90°, 180° or 270°

Arena Events:

• Added a sweatshop themed Arena Event PVP layout (Thanks @Reinhardt Wilhelm)

  • Works for all events except spleef

• Added a Free for All Arena event

  • First to 20 kills wins

  • Everyone spawns with 100 health and 100 armor

Changes:

• Added apparel adjustments

• Nerfed the M3 Super 90

  • Previously it did 13 damage per pellet, it now does 11.5

• Renamed the C4 / Incen leaderboard to the Breaching Leaderboard

• Wiped GM+ from the Breaching Leaderboard

• Microwaves will now require you to confirm you wish to buy from them like other entities

• Media players may now be material tooled

• Taser is now sold by the Black Market Dealer and a BMI

• Pepper spray is now sold by the Gun Dealer and no longer a BMI

• Increased the price of food from the F4 menu to $100

• Milk now only gives 50 hunger

• Increased the price of Roulette Machines to $50k

• Increased the price of Slot Machines to $45k

• Lowered the price of printer trackers to $25k for a shipment of 10

• Gambling events now give half priced machines instead of free machines

• Reporting a broken electrical box now gives you 5 karma

• Increased prices of pump shotguns (KSG & M3)

• Adjusted weapon prices to round to the nearest $100

• Updated the chatbox emojis to the latest twemoji

  • Adds additional emotes

  • May have changed the names of some emotes

• Re-coded the auto-reconnect system (the popup when the server crashes or your internet goes offline)

  • Added the ability to detect if your internet is offline and delay reconnecting you until it's back

  • Improved its ability to detect if the server is online before re-connecting you

  • Improved aesthetics

Bug Fixes:

• Fixed not being able to change the capitalization of org names

• Fixed org options showing in player interaction menu when there's no options to use

• Fixed org flag painter not working on old 64px org flags

• Fixed the scoreboard showing everyone as from the US

• Fixed inspect tooltip for knives showing the wrong key

• Fixed being unable to use the binds menu to select perma knives (rp selectweapon weapon_class)

• Fixed incendiary world model

Pepper spray does not require a gun license either guys, it’s an rp item now, like combo fists or spray paint. Still assault though if someone sprays you ofc.

My understanding is that you can only demote for them if you catch them in the action of them unarresting prisoners, but not for holding it out, similar to a knife.
